It wasn't a "forseeable threat" in 1960 when I got my vaccination, either.

In fact, the last case of smallpox in America was in 1949.

But we got our pin-pricks anyway, because epidemiologically it was the right thing to do to ensure eradication of the disease.

I'm not saying we should do general public vaccinations now, but the smallpox threat -- IF weaponized stocks exists -- is far greater today than it was 40 years ago.

BTW, the risk of adverse reactions to smallpox vaccine is on the order of 20 times less for previously vaccinated people, e.g. most baby boomers.
