Accounting board probe seen casting wide SEC blame

WASHINGTON, Dec 19 (Reuters) - Failures at the highest levels of the U.S. Securities and Exchange Commission threw into disarray the selection last fall of a new national board to police corporate accountants, a report to be released by Congress on Thursday was expected to conclude.

Two Democratic lawmakers have scheduled a press conference for Thursday morning on the report from the General Accounting Office, the investigative arm of Congress.
