My feeling is that GDP is taking the entire output of this mixed group [incl "offshored" work], and calling it US GDP.

Not to be picky, but GDP is not measured by adding up all the production in the economy, but rather by adding up all the consumption (personal & gov't), investment and exports, less imports (or alternatively by adding up income accounts). But in any case, offshoring could only be "erroneously counted" in GDP as you suppose if its value (what companies pay for the work) was somehow included in domestic consumption numbers, but excluded from services imports.

On page 5, you will find it clearly stated that GDP is a measure of "the market value of goods and services produced by labor and property located in the United States."
