I wonder how lawyers would do it?

We would agree on a billing rate based on the per foot height of the flagpole. Then we would charge a deposit based on a 200 foot height and make the client bring in three notarized proofs of actual height from court-approved experts to get a refund of the overcharge.

So we would have the exact height and the client would get her refund and we would keep the fee and everybody would go home happy.

Of course, we would bill for the time required to review the notarized documents and depose the experts, but that's a given.
