In my opinion, either the posters were put up after an investigation or they were put up without an investigation.
So you allow no possibility that, as I said, an investigation is underway: it's either complete, or never was?

Absolutely: hard copies are likely put up with staples or pushpins, while those on the internet can be posted with any number of web authoring applications, the most common of which I'd guess to be Microsoft's FrontPage and Macromedia's Dreamweaver.
