I think we can safely rule out MI5 or any other British intelligence outfit as the mastermind of 707 --which doesn't rule out the possibility that some Mossad moles within MI5 were part of the plot... But Mossad's infiltration of British intelligence is somehow an ancillary issue. Besides, if MI5 were the mastermind then it would have made more sense for them to pick May 4th, 2005 instead of July 7th: the timing would have been similar to that of Madrid, that is, on the eve of a general election. And it would have been all the easier for the British hawks to accuse al-qaeda of attempting to sway the British voters against incumbent Tony Blair and his support of the Iraq crusade.(*)

Contrariwise, Israel --that is, its current Likud leadership-- doesn't want to foil Britain's intervention in Iraq, if only because it would, in turn, weaken the US Mideast policy as well. That's why Mossad didn't pick May 4th and waited until July 6th, the day the Olympic Committee awarded the 2012 Games to London. On July 6th, 2005, PM Tony Blair's political standing reached its apex... which spelled bad news for Israel --that is, for Likud hawks.

Indeed, of all the Western leaders, PM Tony Blair is the one most dangerous to the Likudniks.... If the US President veers away from the Likud script the Zionist lobby's got enough clout to bring him "back on track" --if necessary, replacing him with Veep Cheney... As for EU leaders (Chirac, Schroeder, etc), they add up to dummy variables in the Mideast equation... Britain, however, is another story. The British PM is alone capable of altering Washington's policy --both on the issues of Iran's nuclear program and Palestine.
