As of June 30, 2005, we had cash on hand of $20,475 and a working capital deficiency of $608,758.

Doesn't sound like enough cash to develop an oil sands project to me. Call me excessively cautious, but I would wait until their negotiations produce a signed deal and they give some hint of how they intend to finance the project. Anyone can put out a PR saying they are negotiating. Let's see them get something done, ( and some more money.)
