I'd say if someone uses the term 'flesh coloured', the instinct of the hearer would be to assume their own. Not so much racist as rather imprecise especially in a mixed crowd.
Unless of course 'flesh coloured' is generally understood (in Seattle at least) to mean pinky-white. In which case, as a generally understood term, it's sufficiently accurate without being racist, merely indicating the likely colour of flesh...

[OK, I can see what they mean. But anyone fool enough to memo that is either in full CYA mode or has too much time on their hands.]
