By which you must mean "everybody knows that the US administration interpreted Resolution 1441 and its antecedents to implicitly but not expressly authorize the use of force."

"Everybody" also knows that there was a lot of arm-twisting and carrot-dangling with France, Russia and China to abstain on an express authorization of force.

China probably would not have abstained.

France certainly would not.

France's intransigence saved the Russians the trouble of going on the record.
