Cleaner air? Maybe but it isn't a simple question. Some types of emissions are reduced, but others are increased. If you mean cleaner than gasoline with MTBE then maybe you have a clearer point.

10% less oil imports - Not really. Gasoline doesn't account for 100% of our oil use. Also I'm not sure we can produce enough ethanol. Not only do you have to build all the new ethanol plants (which could be done, even if it take time and money) but you would have to have a sufficient supply of corn (apparently ethanol use as fuel is already driving corn prices up, and there may not be enough corn production to cover the demand for ethanol if every drop of gasoline is E10 or E15.
