From the Sunni POV, yes. But they aren't going to be able to call the shots. The Shia have no intention of ever sharing significant power with the Sunnis, if they did, we would see some progress I think. The Kurds are just waiting for both their independence and as much oil as they can take with them. So Sunnis are screwed unless outside intervention secures a better piece of the pie for them. House of Saud might, I don't know.
