For the Pakistanis, it's a situation of regaining some measure of tacit control over their NW territories and enlisting the local tribes to police their own territories on penalty of the Pakistani army doing it for them. Pretty much the same situation we're seeing from the Sunni Anbar tribes in Iraq.
