Yes and No. Zarquawi came up with the strategy to start the sunni-shiaa civil war. Some al quaeda is also fighting with sunni tribal leaders in anbar. The civil strife might not have happened at all and certainly not to the degree it has without "al quaeda in iraq." If we do in fact have to pull out, we need to do whatever we can to deny al quaeda a victory in all of this. Some say sunnis are not stupid and will take care of what is largely a foreign force as we depart.
