It helps distract attention from domestic issues, and towards external issues.

But the more internally unstable Iran becomes the closer they'll actually come to open conflict. This idea of using external issues to distract the civilian populace from internal problems continually replays historically. Remember the Falkland Island conflict?......Same tactic, different country. So there's a limit to how much you can blow that blowhard off....<g>
