It is clear we made things worse in iraq despite some of the noble aims that in part guided our policy. Too bad we cannot create an alternate history to compare what might have happened. Kurds were being protected by us during prior period and it isnt like there was mass murder going on in shiaa areas right before invasion. IF we hadnt invaded, saddam would clearly still be a pain in our ass and we would have had to diligently contain them as best we could. Thats where i think there is euro culpablity here. They were itching to do business with iraq and lift the sanctions and that was certainly a factor in getting the US involved militarily. We had every reason to believe that an economically envigorated iraq would be back in the WMD business.
