They been doing that for years. It's the easiest manner in which to attack a hostile clan, all of whom will gather to mourn the loss of one of their members.

But I will say that the kind of tactics they are using will likely backfire. Attempting to destroy historical sites and infrastructure might be great for undermining the credibility of a government that was previously stable and where the overall population had existing expectations of social order and security.

But when the pre-existing situation was chaotic, such attacks will likely cause the population to support (and be willing to accept) governmental exercise of authority that brings about security and order.

IOW, people will draw closer to a "enough is enough" attitude and back the government's efforts for all out suppression of the terrorist groups. This, I believe, is part of the impetus behind the Sunni factions banding together to oppose Al Qai'da forces operating in Iraq.

I may be reading this incorrectly, but I think the logic is sound.
