the answer is Education. you teach a person to be a bricklayer, a carpenter or an engineer or a doctor etc.... you will find over time that he makes a successful living, and will no longer consider blowing himself and others up.

Of course, the caveat to this is that it could take 1 generation worth of time, effort and money to educate.
