My most likely outcome is straight project of what we NOW know the parties involved were doing in 2000 - 2003. It doesn't involve anybody changing course.

We already knew that sanctions were crumbling and we couldn't get them renewed. But we know a lot now, because of the invasion, that we didn't know then.

We NOW know how much oil-for-food money went to bribe the French and Russians, and to what good effect. We NOW know about AQ Khan's Sam's Club for nukes. We NOW know about the North Korean nuclear program and their eagerness to sell anything to anybody with cash. And in case that didn't work, we also NOW know that Saddam's chief nuclear scientist had a centrifuge buried in his back garden.

Add this up, what sum do you get? Saddam minding his own business? Not his style. Maybe he would have waited until he had the bomb ready this time. He did say, in one of his more rational moments, that his big mistake was invading Kuwait before he had a nuclear weapon.
