I think it is largely a "'paper thing". Hospital charges are crazy. It is true that they have to take care of large numbers of non-paying cases... but the charges are still way too high. Usually they are open to discussion - and will accept smaller amounts.

Generally, the patient CAN use home meds, but that is not encouraged. But if the patient insists, usually they'll allow it - if approved by the doctor.

About big new federal initiatives.... apologize for linking so much from another thread, but this morning I did formulate - very briefly - my main objection:
