Slightly OT and a bit political, but a continuation on a previous conversation which was a bit unusual and allowed due to the connection, however loosely, to trading in general and the stock price. (I think)

Remember that suggestion I postulated to facilitate balancing the budget so that we can get on with it? You remember. It was something about introducing a transaction tax on trades that would slightly increase the overhead costs for high frequency transactions to dampen the HF noise, thereby decreasing volatility and stabilizing the markets to attract more long term investors? Or something to that effect.

And then someone pointed out that some politico in the EU was espousing it? Remember?
