That doesn't mean that many elections are actually stolen by voter fraud. I think that's pretty rare. It also doesn't mean that voter fraud is as extensive as some claim, but it does occur, and at least on a small level isn't extremely rare.

And for that matter if even if never occurred that would not imply that voter ID efforts are not primarily voted for concern about voter fraud. Someone can be concerned that something new could happen in the future (not that it would really be new but in this counter-factual of "had never happened" it would be new), and also people can have mistaken impressions about the past (although in reality the mistaken impression is that some think elections are frequently decided by voter fraud, which is likely a false belief, not that voter fraud happens at all, or that voter fraud exists beyond the insignificant level).
