Hi Bruce, The Hi/Low Logic Index is calculated by dividing the smaller of the new highs or lows by the total # of issues traded. It doesn't care which is the smaller.

Both numbers seem to swell in December. This year is not that different than last, I don't believe. I'll have to look at the #s and see if there's some adjustment I can make that's relatively simple (i'm lazy) and makes sense.
