I agree it is brilliant to issue debt at these rates, especially if you can use it to buy back stock that pays a dividend. You save all the future dividend payments while boosting EPS. It also gets around bringing back money from overseas, paying US 39% taxes and using the remainder to buy stock or pay dividends.

My point was what "dumb money" is doing... which is buying this debt similar to how they paid $400+ for Finisar or $60 for Cisco on 2000..... or Intel or many other companies that are still well below their 2000 peaks, if you don't account for dividends paid.
