Sure, but that is the same for Amazon (assuming Amazon pays the sales tax) as it is the small shop owner. My main argument surrounds the the difference between taxing income vrs taxing consumption though. If you are taxing consumption for the most part you are letting the consumer decide if they want to pay the tax or not. Save your money - no tax. Spend it on a TV - you pay the tax.
