The best system I've seen was piloted here in Wisconsin when Tommy Thompson was Governor.

George Bush senior allowed Wisconsin to have HSA's health savings account.

Much like a 401 K you could contribute youe paycheck to a HSA tax free.

The funds had to be used for health care - were completely portable and transferable to your immediate family upon death.

Every body embraced them.

That started those with HSA's to asl the Docs "How much do you charge?

Medical procedures became competitive.

That's the magic elixir that brings down the cost of health care = COMPETITION.

It works - it is the American way.

It is what we need to evolve into.
