yeah it is the refineries, there is a good site that tracks CA costs:

energyalmanac.ca.gov

Refinery cost and profit was last $1.113 per gallon as of Dec 28, 2015
go back 5 yrs and that same item was only $0.29 per gallon.

It is too bad the rest of the country doesn't appreciate clean air like Taxifornia. We'd all use the same gasoline and get even lower prices everywhere.
