Yes I'm sure. The changes, two addendums, added to NAFTA were pushed thru so Clinton would sign it. The Dems tried for more but Clinton being the consummate politician knew he got the most he could get. If Bush would not have signed the agreement two weeks before he left office things might have gone in a different direction.
