Utter nonsense. Depending on the stock it could take several days or several weeks to fill and if it hasn't filled you can cancel it. If your saying that E*Trade won't let you cancel a market order as you can with, say, e.Schwab then that's a different matter. Since he did not get confirmation -- you get immediate confirmation when filled using e.Schwab -- then he should have expected to be able to cancel.
