Not so sure. How does this vary between USA and overseas? What would 100% saturation mean - everything manufactured by an ECM? That will never happen. Thus, if 14% is out of 15% then it is saturated; if out of 50% then it is not. (I think it is closer to latter than former, so I may be quibbling.)
