As you know the ACA website was created to take over a state-run exchange in case something went wrong. The fact that every republican governor broke the law and continues to break the law by not setting up exchanges is a testimony to one thing - the rule of law is dead. Now you'll say states don't have to set up exchanges because you never read the bill or because your party hates laws or you're okay with lawlessness etc.
