Yes, I just updated their rate page today after I wrote that... part of my search for rates.

Here are the rates at Synchrony Bank

The Interest Rate tool on my page lets you select terms, amounts, etc. and check rates at many banks in one place.

Personally, I like to have some CDs in banks I can walk to and sit in the lobby and WAIT FOR MY MONEY UNTIL THEY GIVE IT TO ME if for some reason there is a problem. My girlfriend went in and closed out her CDs and paid the penalties at several banks when the banks collapsed and some might have had to rely on FDIC. She didn't want to lose access to her money to wait for the government to print more... very conservative but another good reason to not use electronic banks only.

So.... I spread it around.
