The moron probably wants locals to hook up for electricity to heat their homes and have a 30% transmission loss from the NG or coal fired power plants to their homes... maybe he owns transmission lines or still has tons of worthless shares of Solyndra and believes in a resurrection?

He wants the less than wealthy to move to Florida where they can use coal to power their homes and have all the soot blow across the pond.... or back up into the other 48 sates to their North... or South towards Cuba and Mexico....
