I agree.

They must comply with minimal standards of decency.

If not they need to be detoxed, cleaned up, and put on a path towards contributing to society vs. denigrating society.

If that can not be accomplished, they should be removed from society and institutionalized.

A park bench does not make a free bed to a homeless person. It is there for all to enjoy, not to be taken advantage of. Same thing for a sidewalk.

This gets out of control unless it is enforced.

Seems to me Rudy Gulianno cleaned up the bums off of New York's streets.

The economic damage done by these dregs greatly diminishes a beautiful city's tourism appeal.

To turn your head as if it does not exist, is to invite more of it.

Houston has warm winters and we get far too much of it in the downtown area, which is surprisingly safe.
