Iran-Contra was a policy dispute that the Dems tried to criminalize. If it ever came to a Constitutional showdown, Reagan would have won in the Supreme Court - he had the power and authority to do what he did.

Reagan actually did what FDR did. FDR violated the Neutrality Acts to arm Great Britain - clearly against the law. In fact, FDR was on much thinner Constitutional grounds because Executive powers had not been expanded yet by WWII and Cold War precedents.

Anyway Reagan did what he did to advance a policy which worked - it forced elections in Central America which the good guys won - to the chagrin of Chris Dodd and the Dems who were dead wrong.

In distinction, Clinton's acts are about personal and political corruption - not about political policy disputes.
