Charlie:

I can't remember such a precedent. However, it would be interesting to look at Reagan's term in office contrasted to the prior decade and then look at Clinton's term as contrasted to his prior decade. Is Clinton's just a continuation of the 80's?? Also, I have been told that the 1986 tax hike/re-structuring made massive changes to the value of the real estate that underlay most of the financial holdings in the US at that time. This coupled with the S&L bailout could be responsible for the 1991 recession, which appears in hindsight to have been a temporary setback in a long term bull market & expanding economy.
Is the Gov't responsible for growth, or is it the enormous increase in productivity via computerization coupled with intense competition driving businesses to innovate?
