With all this "he said, she said" going on, remember the fact that Janet Reno gave an immediate go ahead to Starr after viewing the evidence he presented to her. Does anyone think she would risk her job and political head on a fishing expedition? I'll bet Starrs evidence ammo chest contains some major bombs that we haven't yet seen.
