I could not care less about the Clintons, but I remember their time and their many battles from Whitewater to the impeachment clearly. They made a decision to hire a good legal team to fend off the attacks and focused on doing the job they were hired to do. In contrast Trump abdicated his job in favor of running his impeachment defense.

So when you ask "" I have to say that nobody in the government *had to* be distracted. This is why we have a vice president, various secretaries of state and many different agencies with different mandates. There is no reason why any of them should have been distracted by the impeachment unless Trump made it their priority to be responsible for it instead of doing their job. And even Trump himself would not have been distracted if he had a disciplined mind.
