This is the latest sport called "wing dinging" for lack of a better word.

I believe this expert came from kiting on a foil so he could already control the board with the pitch, roll and yaw of the foil (basically a small plane) in the water then a hand held sail/kite cross.

much safer than kiting for launching and no dangerous lines. Plus much simpler than windsurfing for the amount of gear, room to carry it, etc...
Insane skill levels to get this good... right under the Golden Gate Bridge on a big ebb day. Looks like a chase boat was there to film him and perhaps backup if the wind died... someone said there was a 3 knot ebb tide that day so if the wind dies you become shark chum on the trip out to the Farallon Islands until the tide switches and brings you back... if Whitey wasn't hungry.
