There's more to this in CA. My son lives in San Diego. He told me that Tijuana's system is swamped with virus cases so people are escaping to the south SD county area. I'd guess people who mostly work in the US but live in Tijuana, plus those with family in that area. I am sure that isn't enough to explain the whole state but I am sure it's a factor. I track SD and SC counties because I have adult children in both. Silicon Valley (SC) doesn't show the same problem as SD.
