Now you are changing the subject. Please answer my question before asking a new one. As for why so many bums... There is a saying: Feed the rats, pigeons, cockroaches or squirrels and you will get more of them. Here in the US we don't hold people accountable for their actions... it is called "enabling" in the addiction therapy world. The morons in places like SF enable bad behavior and they acted surprised when bums would sleep in cheaper cities with more willing panhandling suckers then take BART into SF to get free services such as free needles and cash.... Some get too wasted to leave so they sleep and poop on the street. They were given free hotel rooms and the pigeons from neighboring cities flew in to get in on the goodies too. I'm 31 years sober so I know WTF I'm talking about.
