It's about standards of conduct as written down by the Congress and approved by the President toward sexual harrassment and fraternization in the workplace.

Wait a minute. Lewinsky hasn't accused Clinton of sexual harassment. As for "fraternization", it can be interpreted in many ways: certainly there are plenty of people serving in the armed forces who meet, date, and marry. In any case, the White House isn't the army.

As for the files; weird. They were, evidently, a miscellany, and no one seems ever to have used them for anything.
