Hey Dude, As I remember the Code you're referring to, it was germaine only to soldiers in battle situations. What I think you're trying to address was the laws encodifed as the UCMJ (Uniform Code of Military Justice) something that as I understand it, governs Chief Cummings daily activities.

Certainly the Civil Laws of the land will be applicable regarding the findings of the Starr probes, but there is a higher code of much harsher judgement that also applies. And that is the Court of Public Opinion. Like it or not that "court" is in session and the "jury" is passing judgements continuously. So far the prevailing judgement around here seems to be that the "dude" done desecrated a rather sacred public trust and image. His official effectiveness will be hampered by this for the forseeable future.
