Mainly, the Fed and the government can borrow from the future and/or give out cash in exchange for future credits. They can put massive amounts "on loan" and when the time is appropriate, they can write off these same loans - if needed. That's an easy place to start. Loan out the money at 1% or less.

Buying their own treasuries is not a long term solution, that's for sure!
