Ms Willie stated that Bill said, "I always wanted to do this" and then proceeded to do it. The attempt by the White House to denigrate Ms Tripp caused her to make certain that next time she would have the evidence. The literary agent, it appears, suggested the method of securing evidence. Apparrently Mr Starr thought the idea had merit since he employed it as well. JH
