That is not how it works. Research says that peer pressure is very effective even when no pressure is applied. Supreme court judges are more likely to vote liberal or conservative depending who they often have lunch with. People who move into conservative neighborhoods tend to vote conservative and those moving to liberal ones vote liberal. So if anything, the migration strengthens the conservatives' hand. The changes that you see are genuine - not due to migration.
