I have a little different take, at least on HP. I see the HP strategy is a way to pay less because of the cost of living differential. Back in the days (early '70s for me) engineers will still conservative to a large degree, and in some regards still are.

I did not sense that engineers changed the nature of the towns so much as those who call themselves conservatives by today's standard are much more of the right-wing loons than was true ~50 years ago.

That's just my observation. No need to get in a flaming war. Just stating what I see.
