Here's the scandal I really care about! To President Clinton's legacy list, add this: He has managed to capture more of the national income in taxes than any other President in peacetime American history. We emphasize this landmark because the pols seem reluctant to give it the publicity it deserves. Mr. Clinton's budget overview doesn't even mention it. But right there on page 10 of the behemoth document he released yesterday, we're told the feds will swallow $1,742,700,000,000 in tax revenue in 1999, or 20.1% of everything America earns.
