Further down in same article (and as I stated last week) are reasons why Slick has absolutely no actual claim on "balancing the budget", except that "he was there":

When wars have ended throughout American history, taxes have invariably
gone down. But since the Cold War ended, taxes have gone up. This
despite the fact that defense spending will have fallen to just 3.1% of GDP
in 1999 from 5.7% in 1989, the year the Berlin Wall fell. It's this defense
decline that accounts for nearly all of the decline in federal spending as a
share of the economy since 1989, and has thus made a balanced budget
possible. The politicians have had little to do with it.
