That is what happens when you put people who profit from the problem into the equation.

BTW, something most ignore is almost all the homeless were housed at one time but they were THROWN OUT by their families, friends, and/or landlords for stealing, not paying rent, etc... I heard a LOT of the bums passed out on the streets of SF actually HAVE government provided housing but they are not allowed to do drugs in that housing so they go elsewhere to do drugs. It is why most sane people who worked hard and saved and sacrificed to buy an over priced home in CA don't want the homeless housing in their neighborhoods.
