It doesn't matter if housing is free, some in SF have city provided housing but they are not allowed to shoot up in some units so they hit the streets for the drugs and pass out again. To slow that during the pandemic, SF actually DELIVERED drugs, alcohol, cigarettes and food to the "guests" in taxpayer provided hotel rooms to keep them off the streets and spreading COVID.

The zoning problem is allowing too many high paying corporate offices like Salesfarce Tower or Crapple space ship without requiring every new high paying job to come with a new unit of housing. Basically the sold our local quality of life to the billionaire owners so they can attract or poach workers from competitors in the area with a nicer place to work and higher pay. New high paid workers come to the area for the new jobs either left by the poached talent or just growth to fill the new desks, they can afford more for rent, prices rise to collect it and the neighborhoods gentrify as the workers buy the low cost housing, fix it up, and drive out the low paid workers.
